Blocked Page Bypass Issues
The process that identifies you with your bypass code relies on two background components:
1) A series of 5 DNS calls
2) A cookie created from the 5 DNS calls.
Issues around 1) can usually be found around either your browser, operating system, or an upstream DNS server caching entries for to long.
Issues around 2) are usually to do with restrictive cookie policies within the browser. If you don't allow cookies, then the codes won't work.
If there any impediments to this process, then the user won't be able to access the required site.
Browser Notes
IE caches DNS records for 30 minutes. Chrome will respect the TTL of the DNS record and generally handles DNS better.
